You need the 25k GC item before you can collect Hamlet Seals. Rowena tells you that the book allows you to distinguish real seals from fake ones. your first two steps are backwards.

Yes but like i said Rowena says some of them may be counterfeit so having the KI ensures the drops you get will work.

no ones reported a single fake one yet for a reason

ok well he specifically listed that you need the seals first before you get the GC item. which is inaccurate as well. so maybe it should state that you can do either one first.

basicaly, what we know is you need both turned into him at same time, order doesnt matter
his wording is a bit off and weve known this since day 1
