As to not have to copy a huge wall of text as to why this logic is flawed, I'll just say go and read my post on page 10 of the thread entitled "Yoshida-san: Please Give Us a BETTER System for Relics and Future 2.0 Challenges!".
It is half luck. And luck that is never going to work in our favor.
I don't think anyone takes issue with the time, it's the lack of a guaranteed return on that time. I don't play the lottery not because I can't win, but because it's a waste of time to try for something with a 1 in 13.4million chance of payout.
I'll take die-in-mass all day for a year over "maybe this one will work". At least in Dyna/Assault you made measurable progress at all times. Hell even the Empy crap in the end was still measurable progress over time. If the only way I see progress is if I /random 1000 finally I got a 1 now I can move forward what's to work for.
Anyway, it makes me sad that turning this game around is turning it into a crap shoot that in the end will randomly reward random people that do the same thing at random times because the felt randomly bored enough to roll a set of random dice at a randomly chosen wall while hoping the random number on the random dice will match the random number that was randomly generated by the RNG which is seeded based on the random number of people online at the last randomly chosen timestamp.

SE just needs to get better at hiding the RNG. Dynamis is a good example of this you needed a crapton of currency to get your weapon and the ammount of currency you got from Dynamis could vary wildly.
RNG is still there, it's just in hiding. Nobody can escape the RNG gods.
This is only half-true.
50k+ still gives a standard gold coffer.
60k+ gives a beastman-gold coffer, much like those near the stronghold bosses.
The beastman gold coffer has a really nice droprate of stuff, and no dark matter. lol.
And although Rank 2 is needed to access the 50k and 60k chests, top 20 Provisioner is NOT.

The seals part is only luck based to an extent, and the dungeon part is entirely luck based. Like I said, it's a relic. The logic that everyone should get one is flawed.

Consistent measurable progress. If it takes 1000 hrs to build your relic it should take me 1000 hrs to build mine and John should take 1000 hrs, and when Sally decides it's time ... 1000 hrs. Iin all cases assuming no failed dungeons/raids/bosses/fights. I don't think that anyone should be able to do it easily but if you wake up and your car only randomly starts and lights randomly change and work days are at random and pay is on a random scale and how much of your time is payed for is random, how's your day going?
I don't know if you see the pattern to it, it's not a great dev strat. Some people will still end up saying, "I'm done in 2 days got everything on first try how's yours going?" ... "Not so well I've broken 13 weapons and it took me 300 runs to get my primal seals."
Not everyone having them = Good
Not everyone having them because they get curbstomped by the RNG = F'in Terrible
Everyone needing to do an equal amount of work/time to get them = Good
Time needed varying wildly based on RNG = F'in Terrible

make the mats to,
make the gear you want to,
spiritbind in a party than,
turn into materia and,
hope you have a glorious gold horseshoe up your arse to get the EXACT materia and grade you want?
Double-melding is my only issue yet most of the nutjobs talking to me think I have issue with all else; no I don't; just this. If you've got a few hundred mil do with it what you want but I still think you don't want to lose it >.>

I read in patchnotes to get this wanted poster from the Lalafell in Uldah, log out from game using the Inn rooms and via that Bed.
I have done so many times, even being offline for 8 hours and when I log back in, nothing happens :/

The one you're talking about is an extension to the Inn Quest? And I think its more likely to occur if you rest in your Ul'dah room.

That being said...
Every full hour logged off (via bed) is a chance of dream sequence. I have completed 1 city out of 3 so far.
