Divide Damage by Haste BRD is 28 DPS, the others are 42 DPS.

This means its WS damage is going to be really, really, really bad.

WS damage comes from a weapon's base damage, not its DPS. Weapon skills are not a "damage over time" -- they're instant. Delay of a weapon has absolutely nothing to do with WS damage.
