I just promoted to Sergeant First Class and still can't seem to pick it up, so I'm thinking you do need Chief Sergeant rank.

Hmmm, I picked up the very first one as a Sergeant First Class, though I got a promotion almost immediately after.

Have you finished the main storyline? Gaius Van Baelsar acts like he's seen you before in the cutscenes, and the only time you encounter him in earnest is during the last main storyline mission.

Im having the same Problem.. im highest Rank, did the Main-Story as far as it goes. I dont get the Quests for Stronghold and also not the ones for the Caravans.

The only Quest i've not done is the Mini-Garuda and Taming the Tempest, so i would think at least the Mini-Garuda is needed since a couple friends did it without having Taming Tempest, but all had the Mini-One.

Would have been nice, if SE would have mentioned anything about requirements.

Mini Garuda IS required. The quests are sequential. There's even a little snippet from one of the NPCs that notes you defeated TWO primals. (mini Ifrit and mini Garuda)

I haven't done the Garuda quest either so that's definitely it. Thanks for the clarification!
