DLVL stands for level difference. In this case, the it's referring to the difference between the level of your crafting class and the optimal level for the synthesis in question.

DLVL is a major factor for the way this game computes a great many things. For example, when fighting mobs, the difference between your level and the level of the mob you are fighting is the main factor that affects the damage you do and take, your accuracy, etc. This is true in many games, but FFXIV places an abnormally HUGE amount of emphasis on the importance of DLVL.

In fact DLVL is such a major factor in everything that you do in FFXIV that in the end your character's level practically becomes the only thing that matters, and your stats are pretty much left as being completely pointless. Because stats are arguably pointless in this game, the emphasis on programming purely around DLVL has been criticized by many as "lazy programming." For crafting, case in point would be the quote that you just responded to in your post. For War and Magic classes, case in point is that Ifrit hits a naked level 50 player and a well geared level 50 player for practically the same amount of damage.
