Yeah that's kinda the cool unique thing RDMs can do. We need niches like that for other classes.

The solution to RDM's Verraise, instead of just deleting it, is giving it 2 charges and put a 120s recast time for each charge. It hinders the usage a bit without completely removing the fantasy and removing whatever need of 'rez tax' built in the job.
Simultaneously, Phoenix Down should be usable in any content (except Ultimates? IDK). And to prevent tanks "cheesing" stuff with their invuln, just make it cancel the Phoenix Down use time upon taking auto-attack damage.
Keep it only on Red Mage and allow others to use phoenix down on all content.

Nah, that's kinda unneeded, except if the general situation is deemed a problem.
That is to say, if "rezzing through it" (no longer a thing in most content that isn't trivial, you'll wipe anyways) is supposed to be a thing, then might as well keep things as they are. Add instant whole-group-rezz like a healer LB to SMN Phoenix maybe?
OTOH, if it's to be limited, then what you say isn't enough. In that case, I'd impost an X-rezzes-per-pull limit like in most MMORPGs. Combat rezz limitations. And it doesn't matter who/how fulfills them, RDMs could keep spammable verraise then as it's no longer truly a big benefit, phoenix downs, whatever.

Man don't take away my rez mage, most jobs have been sanded down to near perfect spheres and it's one of the few remaining avenues of job expression there is. If you take away verraise then I might as well just main BLM instead.

I'm sure evolved RDM will basically be a reskin, just with a 30y sword combo instead of Flarestar.
My solution to DPS resses, is remove the current ones and give all DPS a role action revive that has a long enough cooldown that it's usable only once per fight. About 15 minutes should guarantee Enrage hits before it comes off of CD.

The problem is you have 2 healers getting raised back, and with not enough MP to cast a single raise for a while. If they have used Lucid, that may be more than a dozen of seconds of regen. And yet, half a party can be re raised easily back to full health.
Raid encounters aren't designed to put constant pressure on resources, but more about regularly spaced raid wides acting as awareness check for healers and party mitigation to press buttons on a spreadsheet. If they were, healers with 0 mana would be hardpressed to raise AND continue keeping the party alive, especially if the party had been taking a beating while they were hugging the floor.
Then you have tanks that can self sustain almost everything bare a few mechanics.
Caster rotations that have not been MP negative since forever.
Raid encounters as said above that decided to drop vuln stacks and threat based mechanics in favor of damage down, where dying should already be a source of damage down.
Healing that's way too binary and oscillates between "full HP after two button presses" and "dead on the floor because oneshot by something (except tanks)".
Secretly had a crush on Mao
There is no caster raise situation.

Oh I don't disagree, but I don't think removing spam-rezz from RDMs helps with that problem in any way, shape or form. Like, it removes a (tiny) class niche for no upside.
The actual solution is to just limit the total # of combat rezzes based on the type of instance (say ~2 during a savage fight, that kinda stuff). That also removes the need for the availability to be balanced in the first place, you can use it as an intended class design point on more classes than just RDM.
