Why not just have it where the teleport is only active during the battle phase. if people do have sucha problem traveling to the Hamlet you could always make it cost 10 anima to use and you can only teleport to said Hamlet if you're in the proper city.

You can asjust the rating but it still won't help with the potential loot. The developers of Hamlet are asking a lot for sucha small loot pool for each Hamlet. Based on the first one it would appear the loot pool for those not in the Top 20 I'm seeing that they can only get 2 pieces of gear which are both rare/ex while those in the Top 20 have a chance at 4-5 different secondary tools for DoL/H and then the one Hamlet head gear for said DoL.

Unlike Primals which offer something for everyone, the Hamelt loot pool leaves certain classes out so in the grand scheme of things people will only want to do certain Hamlets that they can get something out of. As others have mentioned, adding grand company seals as a reward would do a lot to increase the popularity of Hamlet, since as it stands now the anima reward is such a joke when you consider how much you can get and how easy it is to accumulate.

You have to consider, would it be better to gimp the amount of anima earned as a reward, or offer a more lucrative and useful reward that can be used by everyone, aka grand company seals. Or how about this.

Rather then obtaining Grand Company Seals what if we were given a new currency which could be redeemed for crystal Clusters, taper(stuff used for primals), maybe even totems(stuff used to purchase the weapons). Since Hamlet is only a 25hr event within 50hr intervals offering more lucrative rewards would increase the popularity of it as well as make the downtime more reasonable to deal with. With the current downtime Hamlet will only be seen as worth it during the weekend while during the weekday it won't be as popular.

In terms of reward say the most you can get in a round of Hamlet is 500 points.
Clusters could be 50 each
Taper/Moogle/Garuda could be 10/5/10 each
Totems/Nuts/Garuda could be 1000/1000/500 each

This way, if people get bored of doing the Primals they could do Hamlet as another way to earn them, but since it's only open for 25hrs they'll still have to do the Primals if they aren't willing to wait the 50hrs to do more Hamlet.

With this ratio at 500 points max one could buy 50 tapers/vortex for 10 attempts and 50 nuts for 10 attempts or.

They could do 20 Hamlets to obtain enough Totems to obtain a weapon, 20 Hamlets is about 10 minutes to win, 3hrs and 20 minutes, then there's the 15 min downtime if you win so that's 5hrs of downtime for a total of having to spend 8hrs and 20 mins of Hamlet IF you obtain the max amount of points and don't lose any Hamlets. So I just think perhaps if they take a reward like this into consideration others may see Hamlet as a more worthwhile event if you are not willing to add more rewards to hamlet itself.
