I don't play PLD much at all, maybe Cover does not activate with TB's, but the situation could be similar with just some forced to take line AoE's or something.
In its current form, Cover will send any damage the target takes to the covering PLD, it will also bypass hallowed ground invuln. (Fun to find that tidbit out in a battle. At least the party member took 0 damage)
