Actually I've had the same issue with the same NPC in the Lancer's Guild. I think it's honestly a serious problem, when you target her and talk to her the game goes into NPC talk-to-you mode, but she doesn't say anything and you're stuck.

Yes that is what happened. So that is why i wanted to contact a GM or Support i even gave the chat support the location and NPC name. So doing so maybe it would be something for them to look into fixing. It is annoying and it happend to me again today. And she is the Lancer quest givier so its extra annoying

I thought SE mentioned this issue somewhere.. I think they're already aware of it and working on a fix. I could be wrong though. It may have been something else.
