Thing is, SE knew about it already (it's a known issue that was mentioned in the 7.4 patch notes):

Known Issues

An issue with the Coerthas Western Highlands wherein certain enemies erroneously spawn.

This isn't the first time an odd glitch with an enemy on the overworld has been enthusastically received by the community and treated with compassion and reverence either (remember Skybear?). With all the gloom and doom at the moment, sometimes it's little serendiptious things like this that make life worthwhile.

As I understand it it's a glitched antelope in Coerthas Western Highlands whose nameplate displayed something like 'Lvl 1' and without a name due to a bug. Players being what they are, felt sorry for it and started revering it as a lost newbie in a dangerous place.

All the pictures in the OP show as ‘content not viewable in your region’ so this was exactly how I was when I first opened the thread lol. It wasn’t until I saw screenshots elsewhere that I learned of the thrilling and compelling mystery that is level1 Noname.

As the poster above me explained, it’s a glitched enemy whose model appears but can’t be interacted with, so it’s just kinda there lol. It went the way of Skybear and Low-Poly Grapes to become an ‘FFXIV meme’, I think
