The reason they are forgoing the May seasonal content is because the April Seasonal content is being released later than they want it to. There is no sense in having two seasonal events if one of them is going to be significantly cut short due to the delay the power situation caused. There is no mention of reallocating staff you completely made that up to falsely support your ridiculous claim.

No, it indicates they're talking about development in general. This is why the English language is such a ...."interesting" language, because you can interpret things in so many ways. Even "F2P" MMOs only has a community (GM) team that handle events and the development team does their thing.
This is why when you enter this field of work, especially on MMORPGs, they expect you to have at least moderate knowledge of internal workings.
