The game didn't launch with housing, it was added in and it was limited to FCs at its inception. It was never originally designed for individual players to have them like they do now. They could now try to design it in now. But that would take time

Housing was first added to Final Fantasy XIV in Patch 2.1 in December 2013, initially allowing only Free Companies to purchase plots. Individual players gained the ability to purchase their own private estates in Patch 2.38 in September 2014

Stuff like that you build into the foundation, the concrete is dried and the house is already built on top of it. Can it be done? Im sure SE can pull it off, but I imagine it takes time.
