Not necessarily, if a specific slot was added for them in the case they are optional. Your glasses don't go away during duties. Your visor stays the way you left it during duties as well.
If they are not optional, it's fairly simple and the tech is already in the game to do it: Some pieces of gear can load extra bones to help with movement, like the poncho from SMN's Glyphic chestpiece. They just need to make a specific set of bones for capes, and make them load whenever a chestpiece with a cape is equipped. Though I think going back, separating all the capes, assigning and rigging them to those new bones would be a pain.
