And how do maser levels fit in with the rest of the game? It would be a balancing disaster if they influenced stats in almost any content, or players would have to be the maximum level for balance reasons which would lock them out of content for months for no reason. Trying to use a shiny carrot to justify dull activities is never a good idea.
I dont know am not dev. but if they did it 11 and people enjoyed it there 14 can do it in there own unique way final fantasy 11 still active to this day. believe it or not alot of monster designs from 11 was copy and pasted to 14 so not long shot to believe they come up with something simular for 14 cause master levels and merits points was well recieved in 11
