I think Garlemald absolutely fits the bill for "dreary snowy location", but Ishgard? I'm guessing people don't like stone architecture, but the views are amazing and there's nothing blocking your view of the colorful sky most of the time. Also, it can't rain in Ishgard!!! I'm so sick of rain in LB all the time lol but I guess it's an effective way to force me inside the house :P

To me, Ishgard fits the "classic gothic fantasy winter city" vibe, while Garlemald would be nice for that steampunk, dark, dreary vibe. Tbh, the only thing they have in common is that it snows, and it looked like Garlemald had a bunch of heating devices and such before everything blew up, so I'd imagine it to look more "lively" in a way, with the snow more as a second-thought. I think S9 is better fit for an apartment upgrade or something similar, and both Tuliyollal and Ratz-at-Han are pretty decent options. Sharlayan/Dravania would also be lovely, but I feel obligated to remind you about Werlyt's existence, probably one of the most charming little coastal towns we've ever visited.
