I'm guessing that because they don't use a PTR and do all their testing in house they never ran into the problem of trying to get their group together. They probably had just enough to fill the raid inside the instance at all times. But even then, one person should've seen this coming. "Wow there's 48 of us doing this, how will this work with 7,000 trying to do this?" See? Takes two seconds to think.
