It's not about individual animations. The problem is FF physics engine is tied to framerate. All cloth or hair physics move faster the higher your framerate. The only thing they have to do is decouple the physics engine from framerate.
This was the case with earlier versions of the game. They fixed it with 7.0. It is even mentioned in the patch notes:
