custom job builds like talents or perks etc. We need options that provide user agency in jobs that allow players to make their toons unique or at least provide some level of customization.

There will always be a meta/best talent build. Giving us talents and build diversity would practically change nothing. The only thing you would see are less experienced players handicapping themselves with the wrong talents.
