Let me take the rest of this post to pre-emptively address multiple points I see brought against allowing it.

    Culture Clash
    ...

    shaow horghog??
    Yea

If I can think of more random strawmen to burn down I'll add them later Im just desperate man I want to go to Europe man I want sweet 20 ms ping instead of 160+ ms in NA please think of my connection wont anyone think of my connection
    Nope.

Because JP region are the only culture that knows how to play nicely and cohesively and sociably with each other. See the stark success of Chaotic there only.
(Honestly, when Yoshi said chaotic was an unexpectedly successfull, maybe he routinely just ignores EU/NA/OCEANIA)
The western regions response. 'Join discords and gate keep it even more' "socialise - juuuust a little..." (you mean "anti-sociaklise more, sociopath-ise more". I had social, Chaotic finally fkd them all off. ). Premades++ .
If you opened region travel that culture would be just drowned like a sack of defenceless kittens. (Sorry for gruesome analogy)
They would have to exclude JP, and my god that would look bad.
If they did though it might be good. It might force them to use the game to incentivise social play.
    Punish premades from rewards 'hard'.
Premades should be for prog only. They should be disqualified from rewards totally. And reward drops should be way way way higher to compensate.
Now everyone else starts to play like JP.
Now you can turn travel on.

The game being "toxic" is just a trait of FFXIV and many other MMORPG's, if you have to not let people travel because of toxicity, then we might as well not be able to move server at all, hell maybe even be stuck in housing areas with no access to Limsa or any other capital city, because imagine the toxicity !

I think you are grossly overestimating both the difference in culture, and the impact that Voyagers would have on that. Once again, consider that there will really not be that many Voyagers in the first place.
Chaotic's greater success (read: clear rate) in JP isn't surprising either, and is consistent with their significantly higher savage clear rates as well. I don't think this is because of a difference in how they approach raiding (culture), but simply because a larger portion of their playerbase engages with high-end content in the first place.
More of an assumption I cannot make though, as clear rates alone do not give you enough information to make a real claim regarding this matter.
I think Jeeqbit also already addressed this idea regarding a potential culture clash quite well.

    Moving on,

I don't really see how this would affect any possible (and realistically nonexistent) culture clash at all.
Regarding your complaints and thoughts about Chaotic and the games' reward structure in general, a different thread would be more suited towards them. This thread is about cross-region DC travel.
