The root issue we have on NA is that a significant chunk of players treat FL as a joke and/or are apparently unaware that lethargic play is proscribed.Probably never.

Given every time I submit a report the copy-pasta reply encourages me to post suggestions here, I do so in good faith (or maybe naive optimism) that it might do some good.
At least in PvP it would be considered cheating if you wanted to use that. AFK is pretty close as well
I suspect if the vote thingy popped up with "cheating" as the reason it'd likely be received with more resistance than AFK. Ultimately this really shouldn't be a responsibility dumped on players, but here we are.
I'm hopeful that if enough of us make legitimate use of vote dismiss and report lethargic play after matches, it might add pressure on both players and GMs to clean up the current fiasco.
Is there actually counter reports happening or something? Else I don't really see the problem kicking for being 'afk'.. It's not a problem of regional culture or self policing. People get kicked for being afk in the west too.
So whilst I absolutely agree, lethargy is very difficult to spot in this case (even if it is fairly common), notably due to how saturated the game-mode is, and Frontlines especially favors people with high spatial awareness, and if you don't have that it can definitely look like feeding.. I have a friend that has low spatial awareness and she dies to the silliest things sometimes (Like not knowing when to stop pushing and when to retreat) and most of it is just spatial awareness. This is also the problem with issuing specific examples on PvP, where the line is a bit more grey, because low spatial can easily be interpreted as kill feeding, even if that is not the intent of the player.... At this point in a lot of cases lethargy just stems from people being AFK (Which is reportable anyway), or other issues like too many hands in the shot caller cookie jar.
With PvE the line is definitely a lot less blurred, e.g., refusing rez, MPK, etc.,

The lethargic play I'm specifically talking about are players who never progress beyond base and the nearest node, or who hide in areas of the map where the battle isn't. Similarly, if someone suffers a lot of KOs, they may be new or not very good, but at least they're in the fight. If someone has 0/0 K/A, I guess they could be absolutely terrible, but if you press aggressive buttons anywhere close to a fight, you're going to pick up some assists almost by accident. Extremely low damage inflicted and HP restored numbers indicate the player is simply not trying.
Again, SE has the data not just for a single fight but for every player over all fights. I'm not asking for this to suspend accounts because of poor performance. Those data will reveal 5-10% of NA players on the field not engaging with the game at all.
Maybe they need a real-time scoreboard so you can check contribution throughout the match. So you can see who's not helping.

And my teams are constantly PVE teams. So good luck policing/kicking them when the majority are not PVPigng.
Hence an automated system is needed.
One reason I quit playing Shatter is that I figure it is impossible to get any action taken against the kind of players you describe. In fact I suspect some of them genuinely believe that going to the home big ice and standing there for 30s (or more) waiting for it to pop is a legitimate way to play the mode.Maybe they need a real-time scoreboard so you can check contribution throughout the match. Something that contributes to a similar issue on Borderlands and Seal is having rewards for node captures. Post-game you'll see players with a large number of captures who apparently only got into a fight when the enemy came to them.
