Been happening since Heavensward. No matter how little the difference in damage between different jobs, there will always be people who will lock out a job just for having 0.001 lower dps than another.

There is, if the job is so undertuned that it is simply not viable to pick up into content that you need good dps for.
It's not Heavensward Monk bad, but it's close. You could still clear stuff with it, and it is easier to play than bard at least. But that's about all it has going for it aside from good damage in the first week or two. Funnily enough, the thing that helps everyone enjoy the content at their own pace for raiding makes Machinist a lot worse since everyone has less gear to work with, which MCH thrives in.

That wasn't always true.
MCH got blocked from entering PF during 6.2 because it was simply miles better to grab a Dancer or a Bard due to better performances.
6.2 W1 only saw around 7 machinists clearing P8S against 400 dancers. Warrior and Paladin got the same treatment.
It's very cute to support the idea that locking jobs out of PF is toxic but the reality is there, MCH has been underperforming and playing it feels like being an extra weight to your group.
MCH players just want to feel impactful and useful, as much as if they were playing other jobs. It's not rocket science.
When a job is doing lower damage than others, this happens.
It's happened to me on paladin before
Blame idiots who don't think mch should be comparable to blm/sam despite being the exact same role
