Though they honestly just need to make ARR content more fun and interesting, it's not enjoyable for anyone first time or 100th time.

imho, a better endeavor would be to work on making classes actually fun to play in any level, then there is a certain fallback gameplay that can keep you engaged when you play lower level instances.
