Disable the 30 minute penalty but only for Crystal Tower raids

I know that mmo players have an obsessive adoration of rng for some reason, but "will the raid be any fun or not?" shouldn't be gated behind a rng.

I despise the Nier raids. I stay in them because I signed up for a roulette and I don't get to choose what it gives me. That's how random matching works. If we don't like what we're given, we can leave but we will get a penalty because the system is counting us filling the spots that are needed. Not bailing on them just because it wasn't what we wanted.
