Even before this, she thoughtlessly enters one of the most popular restaurants and social centers and openly discusses her goals in broad daylight. Even idiots can make salient points and just because she makes some worthwhile criticisms doesn't make her suddenly more understandable or reasonable.

And honestly? That's kind of realistic. Not every person who's done awful things is going to have grand reason for doing them. They may pretty it up with flowery prose, but a lot of people are just self-centered jerks who don't care for others.
That and she actually has a clean slate at first after her exile, her totem isn't stolen like all of the others. Instead of using her totem smartly, she just sends the animals to attack people to try and "fix" society. If she was smart and this was the real world, she would seek to use her totem in whatever way possible to earn as much money as possible to buy whatever she wants, live however she wants, and make getting arrested into a slap on the wrist. She notices all the problems with various city states, but she does nothing about the problems, just becoming another problem.
