You are quoting a post from JANUARY TWENTY-FOURTEEN. Literally from Patch 2.1, a week before Patch 2.15.
The highest IL gear you had access to without doing The Binding Coils of Bahamut or farming several hundred (Weekly-limited) Allagan Tomestones of Mythology was 70. There was also The Labryinth of the Ancients for a single piece of IL80 gear, which was actually challenging on-content with difficult mechanics like having to pull the adds away from the boss, having to protect allied NPCs from adds, and all 6 (Yes, 6!) tanks each having their own job to do for King Behemoth.
