you have to remember the relic quests are done in pairs aka arr and heavenswards was roughly the same menial tasks then stormblood and shadowbringers was exploration content and endwalkers was manderville so the chance of them doing again isn't completely out of the picture.
They have specifically said it will be tied to Shades' Triangle and vaguely implied it'd be more like ShB. We don't have specifics obviously but they've been consistently hinting they are working on content that "takes time" and they are obviously referring to the Field Operation and associated relics.
