Dawntrail 30% Sale not on Steam?

Steam sales have always been separate from the other, and one of the reasons people are warned against buying the game on steam as it doesn't go on sale as often.

The issue for me with non-steam sales is regional pricing. The mogstation doesn't take into account regional currency value, for me, buying Dawntrail from the mogstation would cost nearly double the price, and with the sale price its still more expensive than the game is for me on steam without sale
