PCT just needs to sit about low melee for full uptime; still clear of the rezz casters and fighting for the caster and the 4th slot but has a niche where it overperforms in high downtime ultimate

Using a kind of weird balance between 7.05 and 7.1’s numbers it’s about a 7% or so flat potency nerf

That’s all it really needs, no changes to its design, raid buff or motif design
