Leaders don't end up becoming Scions. Only exception is Lyse, and even then that's only because she was a Scion before getting involved in the events of Stormblood. After the MSQ has wrapped up for the area, Wuk will follow the same path as all young leaders before her (Aymeric, Hien, etc) and be forced to focus her attentions on solidifying that peace she loves to talk about so much by doing her job in her region.

On a similar topic, even if she somehow wasn't leader anymore, I feel like she wouldn't really be up-to-snuff to be a Scion if we're following the game itself. In general Scions are very knowledgeable in their respective fields and have unique abilities/distinctions that set them apart from everyone else. Wuk doesn't qualify for this, she's just your more-energetic-than-average person with no particularly unique knowledge (she barely had knowledge of her own homeland). Lyse was kind of on the low end of that meter (and also always paired with Papalymo) and feel like she basically just snuck into the Scions by literally posing as her sister.

Hien, who could really be doing something about the sex trafficking in his nation that caused the creation of someone like Yotsuyu but would rather hang out at the cool kids' table.
