We don't necessarily know that. Even in FFXI, all you were summoning was an avatar of whatever Avatar you were summoning, not the real thing. Could be similar in this game too.
bro, where i live it's common for sustained winds of 40+ mph with gusts of 60-80. those are gale-force winds, and they're just a common thing here. i can assure you there is nothing elegant about it. and hurricane-force winds are even worse.
i don't think garuda is playing with a light, elegant summer breeze.

That can be interpreted to mean that you can't summon the real deal, but you can summon avatars of them. Or it (probably) means that summoners are stuck with summoning elemental spirits or something similar. The latter makes me concerned though, because summoner without classic FF summons just wouldn't feel like a real summoner.
Oh well, we'll just have to wait and see.

As others pointed out, and I can't help but say the same, Garuda is not an elegant creature in mythology by a long shot. First of all, some of the most dangerous storms in history are caused by high-speed winds; second of all, Garuda has always been represented as a harpy.Well, both have their styles. Each have their own unique characteristics.
As much as I like the art style of FFXIV, I still prefer XI's Garuda. I just feel that for a wind element, there should be some kind of elegance. Some feathery, natural, "elemental" feel to it. I'm not saying XIV's doesn't share that, but something about XI's Garuda design speaks more to me for a wind avatar.
In a twisted way that probably doesn't make any sense, I actually find the XIV-counterpart more elegant than the XI-counterpart based on the fact she's a harpy that's the representation of the nature of wind.
Garuda in XIV:
1/3 Seraphim, 1/3 Harpy, and 1/3 Great Fairy from Ocarina of Time (that laugh....)
sounds like a recipe for absolute terror. Add ominous chanting and organ music, and you've got what looks to be an impressive fight.
