Apparently they haven't ruled out taking us through what remains of Hingashi, but based on the map it appears we actually have been to almost all of it through sidequests.

So perhaps they meant Othard. There is still some of Othard we could go to like Nagxia, the area where Ridorana and Orbonne take place, the area around Dalmasca and Bozja, and Corvos and the garlean territories. Beyond The Burn and the Azim Steppe is also The Knowing Sea, some mountains and Blindfrost which was mentioned by Emet.
We have been to 2 places in hingashi- kugane and mt rokon, both of which are on the smaller island of hingashi

It’s the equivalent of visiting like 2 cities in kyushu and saying we have seen all of Japan despite never even visiting honshu

Corvos is also on ilsabard, not orthard
