Perhaps we have to obtain the recipe from grand companies, then craft them with new gathered mats?

The front page of Lodestone does say they're for DoH:

I agree with the confusion, though. The bit of lore above the video makes it seem like the guilds made these designs to compete with the companies. Seems strange that the GCs would be the ones to dole them out.
