I understand there's nothing stopping natives from spawning them in the middle of the night as well, and it did happen occasionally, but in my opinion, it is a completely different thing when there's hundreds of voyagers running trains to pop every single S rank that has an open window while barely any of the native population is online.

the only reason these are remotely reasonable is because of world travel
