I'd argue it's the WORST designed and LEAST balanced job purely due to being the best at invalidating the existence of Healers. It'd be a well designed job in a singleplayer game perhaps, but this is an MMO.

...although it's hardly just a WAR problem considering level 100 GNB does a good job outhealing damage in normal content too.

Warrior is totally fine, the problems appear to be dark knight and gunbreaker. Gunbreaker should have good damage but holy cow... square says viper is too busy with that job next to it and they have to manage tanking stuff too?
dark knight I'm guessing they just messed up some potencies and added the weird delays when they streamlined it
...and Square seems to be the only one who thinks Viper is too crazy given how many Reddit and Forum threads popped up in heated disagreement with the concept of Square "reducing how busy the class is".

Square needs to learn to let some jobs be busy. There's enough jobs in this game that we should be able to pick one based on how active we desire to be... there's a distinct design problem if with the current number of jobs everything has the same level of busy in rotations/burst.
