The only way Wuk can come anywhere near Lyse's level of character is if they writers drop her protective shield and give some real flaw, real failure and real consequence.

I seriously don't get the comparision between Wuk and Lyse. Sure, they're both the unpopular face of the expansion but that's pretty much where the similarity stop.

Storm Blood spent HALF of the expansion kicking and beating on Lyse, by mid MSQ her own people told her she's failure and just get lost. At the same point of the story, Wuk had finished her ascension to universal adoration.

By the end of SB, Lyse emerged as a leader who was battered and bruised limping to her post that's not even a ruler. Wuk was handed a 2nd population to rule while barely losing a single strain on her fur coat.

They are NOT the same.
