Strongly disagree. Pooling resources for burst was the intended way to play the job. Playing a job via it's intended standard rotation is not min/maxing. If you don't draw this distinction, you could argue that doing your 123 combo instead of just spamming 1 is min/maxing.

More often than not that pooling is meant more of a leeway in case more important things procced.

No it isn't pooling meant going into burst with as much as possible in order to pump the most potency into buffs but also have extra procs to generate more feathers and even more potency to adapt to and manage. This resource management was the core aspect of gameplay for DNC and its been stripped away in DT.

That just isn't true. Do you not think it's an interesting coincidence that all jobs work this way and they can all store enough resources to spend under buffs and not more or less?

The game is currently designed such that all jobs pool resources to either spend under their own personal buffs every 1 minute or raid buffs every 2 minutes. That's just how the combat system works at a basic level.
