    Because adding more is a lot harder than fixing what exists. If they add more it is all but a lock they won't be able to fix what's there, and the more you add the more and more difficult it becomes to balance.

    Cause the dev have shown they don't have anywhere near the required ammounts of creative design to do so. Remember in Endwalker when they introduced new classes. They litteraly gave Scholar a random speed buff after they said they had no idea what else to give it, since all the shield healer idea they had in store were just given to the new Shiny Sage job? Or how they removed Conal AOE from most class, But Reaper was allowed to keep it so it could feel unique for them?

    Making new jobs take lots of time and the more jobs you create, the more spread your time is when it come to reworking other one. It also become harder to make each single one feel unique.

    Because they have already doubled the number of job while kept the job design team roughly the same size the entire time.
