the only slight issue I find is that PoM is a powerful healing tool as well. Having it every 60 seconds for Glare IV basically makes it into a damage focused burst ability, seperating Glare IV and giving it like a 25 second CD and have it have 3 charges or something would probably be a better change.

There's no world where you use PoM for healing, it's strictly a tool for DPS.
