Because the mentor system (particularly battle mentor) is a way of identifying someone as a veteran player that, in many cases, has played since ARR/HW/SB. This is not always the case, since sometimes it's just 1 year or since ShB, but usually it does mean that (based on all my conversations with mentors over the years).

So it would be reasonable that they allow for the possibility they are not a sprout but are also potentially still somewhat new (for example, just beat MSQ and lost sprout). There are other ways of identifying this sort of stuff of course, like old event mounts, rare titles that take years of work, rare glamours, etc. But still.

Plenty of 20 year olds play this game as well. This is also not exclusive to sprouts. Anyone can report over their feelings being hurt, it is just that sprouts may not be aware of this yet, so like they teach everything else, people can teach them about this.
