We have the same issue on Chaos, Chaos players goes to Light for PF, Chaos PF is 90% (e...)RP venuesNo. I want people who are on Primal to stay on Primal so that there are actually parties forming on Primal.
We tried sticking around, for the first few months, with our half static. Then it became harder and harder to fill out a party in a timely manner on Primal.... because anyone willing to join a PF for raiding went to Aether for that.
It got to the point of, "If you can't beat em, join em."
I think if SE forced any given party to have the party leader be a member of the local data center it might solve the issue. People could still move to a data center to be with a static that way, but PF groups would need to have at least one member local to function.

Most still stay remain on chaos. There are only a few cases where going to light helps. Chaos might be a bit more emtpy, but its not inactive. For all the EW extremes i had no struggles finding PFs, or getting one to fill in a reasonable time (15mins). Even the unreal is well doable on chaos. And close to the release of savages, even they are easily filled.
Sure, 90% might be RP (i blatantly ignore those as i always filter category anyway). But i wouldnt be surprised if light also has that, but its just burried behind the list of non RP PFs.
Light just has more people, which means more PFs.
