It was disabled for me as well, only Unregister was active.Interesting thing is, I'm currently unable to add a new payment method or update my existing one, the button is greyed out. Only the button for deleting a registered payment method is active. Is this like it is for everybody? I never had a reason to change this since I enabled it, so I'm not sure how it is supposed to look.
So I unregistered my credit card. Register/Update then became active and I was able to re-enter my credit card information without a problem.
Worth a try if you haven't tried doing that already.
