No, the purpose of a system is what it does.

A roulette's function is to get first-timers a quicker queue once (1 time) and afterward to supply veterans with busywork in exchange for currencies and EXP to get through the game's various artificial gating mechanisms (between 0-∞ times).

Since purpose of the system is to do both, veterans are well within their rights to stop participating when the tedium outweighs the reward.
