The roulette is outright failing to help people to clear the higher level raids in favour of CT and it shouldn’t be like that just because CT is mandatory when they didn’t even need to make it mandatory

raha literally continues to exist as a scion because you free him from the tower, which you sealed him in at the end of CT. you'd have to change one of the biggest post-ShB plot points to make CT optional again.
