Fester and Painflare both display the blue Ability whirl. The action in the benchmark does not.

Thunder V?

Leading up to EW, Yoshi-P dodged the pressure of being the one to choose the JP tier V spell suffix for all of Final Fantasy for the rest of all time by just calling Fire V and Blizzard V the FF-coded equivalents of High Fire II and High Blizzard II. If this spell isn't Burst it'll probably just be High Thunder II or III, though it could be something not called Thunder at all a la Despair.
