This was happening to me yesterday. This may seem silly, but delete both cache and cookies from the SE store site, remove the preorder from your kart and start over.

In my case, I got impatient last time, refreshed mid-load and I borked it or something. When retrying, let each step take as long as it needs to load.

Ten years and they just can't get this part of an xpac launch right.

Should be noted that the store isn't run by SE. It's a third party running it for them, and since this rush happen for like a week every 2-3 years there isn't worth spending money on adding loadbalancers, additional servers etc to cover the ddos like load.
