I think that we need to look at the technology in context. It's being used in a fantastical way.

Let's take the Allagan Empire. Azys Lla is seen as this amazing place to go to, like Disney Land, because technology like that isn't normal elsewhere (other than Garlemald).

Traveling to outer space seems like science fiction, but the way it was used, we went "to the far edge of fate", to fight despair with our belief and hope, then fight Zenos across a backdrop of stars, and united all the warring wiped out races by tapping into their emotional belief and imagination, restoring what once was because they believed. It's remarkable how something so sci-fi still ended up feeling so much like fantasy.

So a cyberpunk-themed city is in the same way going to be treated, not as the norm, but as a museum or like Disney Land. A place nobody normally goes, but when one goes to it, it's unlike anything they normally see. A groundbreaking discovery of sinister technology influencing a world without much technology.

I think it's all okay because of the way it is being used and presented.
