Does the shout spam get out of hand? Absolutely yes. Also, so do the PF advertisements. There's no reason for you to have 4 b2b2b2b ads in PF for the same venue.

No, it's a very first world problem in that regard. I've just white noised shout chat anyway. I only look at it now if I notice a <pos> in it. In game chat is so dead at least on my server and when it is there it's the most moronic stuff anyway.
I agree that the behavior referenced by the OP is annoying at best, dangerous at worst. I can't stand it myself. Unfortunately, other than just completely disabling all chat, I don't see an easy foolproof way of avoiding this kind of stuff. Constant vigilance, my friend, is the best solution. Perfect? Absolutely not.
This kind of stuff is an unfortunate consequence of online gaming.
