The only riding maps that were not available at the time of expansion release were the Stormblood area maps. But that's likely because they put work into making riding maps available for HW and ARR areas at launch of Stormblood. Should they have done that for the SB maps too? Yeah. But...I doubt that was some nefarious scheme to force people to buy the Fenrir.

A cosmetic mount and actual gambling functions are two VERY different things. The Fenrir is not mandatory to play the game. That's just a fact. Trying to equate it to gambling is just...kinda gross.
I'm using gambling because it according to the EU falls into the same category as cash shops and loot boxes. And once again just because you don't wanna agree to it a set of governments did, and thing they should be abolished! Removed! People should just EARN THINGS NATURALLY IN GAMES, cuz it's not just about speed, but past holiday outfits, emotes, other mounts, and housing items, other MMOs don't even charge you a fee to change your gender and fully re-customize your character anymore.

Why are we supporting things we can just put in the Criterion dungeons, the deep dungeons, the gold saucer? Or better yet, since it's a hot topic, why are we supporting the cash shop when Se can just be better about how it manages it's products and money so XIV isn't the only things keeping the lights on. Lord knows they're just wasting money on Crypto and NFTs.
