Union and Seraph don't actually lock you out of anything though. Union use to, but that was changed. But that ghosting and delay is frustrating. Sometimes it feels like Seraph is only a 15 second summon at times.

You can't use Dissipation or Seraph while using Union, without cancelling Union, creating a 'soft lockout'. On the other hand, you are completely unable to use Union, Dissipation or Fey Blessing (???) while Seraph is out

I agree just bring rouse back and have rouse eos turn blessing into consolation and either make angel whisper and seraphic illumination do something different or just delete them as redundant extras

It'd probably be so much less of a clunky feeling if Seraph was a model swap of the Eos entity while it was empowered by Rouse (which can upgrade to Summon Seraph at 80 I don't care), instead of summoning a separate entity. That way, the skill queue would carry over between the two. If that's how it works already, then the issue is that they gave us pointless reskins of skills (Fey Illum > Seraphic Illum, for example), which means that when it reverts back to Eos, it can't find Seraphic Illumination as a valid skill for Eos to use. Either way, it's implemented in a very strange way
