Rest assured that new race or no, they will never, ever work on Viera and Hrothgar hats.

I'm not too sure about that. They've been making newer expansion helmets work, and even added in some old helmets to fit their heads. Now that fem hroth is coming out, it's only a matter of time before this too gets struck off the list.

We have a thread that details this and very consistently in Endwalker new headgear is not usable by Viera. There is no pattern of them getting better. Consistently when they release new Raid/Crafted gear 2-3 sets will have headgear wearable by Viera, the others will not be wearable.
When holiday events come out? the reward is headgear Viera can't use. Island Sanctuary and Variant? Headgear Viera can't use. PvP? Headgear Viera can't use. They are not getting better about this and from the preview of the AF sets in Dawntrail, they are not going to get better about this on their own.
